If spending is busting the budget, here's a solution

We now have learned the Democrats expected solution to their budget busting spending: It is simple, do not pass a budget! In that way, you cannot exceed the budgeted amount.

I realize that this sounds like farce, but that is today's news reported by Politico. Democrats are floating the trial baloon of not passing a budget resolution in either house. They will simply appropriate monies and levy taxes in the absence of a budget. This will avoid their members being put into the position of having either to vote for an extravagant budget or to vote to pass bills which exceed the budget to pay for their favorite programs for their favorite interest groups. Either course of action would be embarrassing to the Dems in an election year. Apparently the concept of cutting spending to bring it in line with revenues does not figure into their calculus. Have they no shame?
