Was This Kerry's Idea or did Obama Come Up With It?

In one of the more ridiculous stories in the news today, we learned from "leaks" that president Obama is considering levying fines to counter Chinese cyber attacks on the computer networks of American companies and the government.  Simply put, this supposed story is just an attempt by Obama and the Obamacrats to cover up their seeming inability to defend this country's computers.  Earlier today, a report was made public that points out that on average 1400 cyberattacks are made each day of the year by a special unit of the Chinese Army on American computer networks.  All sorts of secrets have been stolen.  All sorts of weaknesses in our systems have been found.  The Chinese have been preparing to disable major parts of the American economy and military in the event of conflict just by destroying or taking over our computers.  In short, we need a major push to insulate our systems from intrusions and to both defend ourself and to develope the capability to respond in kind to China.  It is a disgrace that things have reached this vulnerable point with no real plan of action from Obama.

That is why it is not surprising to see the "leak" about the fines.  No one in China will be stopped because there might be a proceeding in an American court that would lead to some fine.  It is just not a meaningful deterrent.  Of course, Obama will now say that he is proposing stern counter measures to stop the attacks.

I just wonder if this stupidity is John Kerry's first genius idea as the new Secretary of State or if Obama came up with this idiocy by himself.
