There are now 35,000 Russian troops massed on the border of what remains of Ukraine after the annexation of Crimea. Russian president Putin says that they are just there for preplanned exercises. Of course, no one ever heard of these supposed exercises until the troop movements started.
My prediction is that the Russians have the troops there in case they need to agree not to invade the rest of Ukraine. In that way, Putin can give president Obama the ability to claim that he held off the Russian invasion without Russia having to pay any real price due to the annexation of Crimea. The sad thing is that Obama is such an amateur at foreign policy that he might actually believe that he did something good.
