Here are two competing policy goals of rival governments.
1. The first government insists that the population in its territory be limited to only the members of its own ethnic group. Any members of the ethnic group of its adversary have to be removed in its view.
2. The second government does limit its territory to only members of its own ethnic group. It does not accept the demands of the first government and moves ahead with building housing for both of the principal ethnic groups.
The United Nations describes one government as engaged in apartheid and ethnic cleansing. Is it government 1 which demands the ouster of all members of the other ethnic group or is it government 2 the refuses to limit the population to just one ethnic group that the UN so describes?
Obviously, since we are dealing with the UN and government 2 is Israel, the UN calls Israel an apartheid states engaged in ethnic cleansing. Palestinians demand that no Jews be allowed to live in the areas which they want to form the Palestinian state. Palestine must be -- in the view of Abbas and his people -- kept free of Jews. Further, all Jews in that area must be removed according to the Palestinians. But to the UN, this is not ethnic cleansing or apartheid. On the other hand, Israel builds homes for Jews in neighborhoods of Jerusalem that the Palestinians want as part of their state. The end result is cities with both Jewish and Arab residents. For the UN, this is apartheid and ethnic cleansing.
This is not a fantasy. Just today, the UN Human Rights Council (a poorly named body if there ever was one) called Israel apartheid and engaged in ethnic cleansing. It is a joke.
