The former head of the United States Marine Corps was asked his opinion about president Obama's plan to degrade and defeat ISIS in Iraq and Syria. General James Conway who held the position under both presidents Bush and Obama said that Obama's strategy "doesn't have a snowball's chance in hell" of succeeding.
