It's Time To Act

The latest news is that president Obama is going to announce his unilateral and unconstitutional action on immigration on Friday.  That means that it is now time for Congress to act.  The House needs to pass a continuing resolution that funds the government until the end of January and send that bill to the Senate.  That will give the new Congress the ability to defund Obama's illegal actions on immigration come January as part of the bill funding the rest of the government at that time.

Most likely, the Democrats will scream about the need to fund the government for the rest of the year, but that will go nowhere.  It is hard to blame the GOP for a government shutdown (should that occur) when the House has already voted to fund the government in full for the next two months.

In January, Congress should start funding the government in the proper way, i.e., by passing appropriations bills for individual departments.  The Congress should also change the method used for federal budgeting; the "baseline" budgeting that automatically increases expenditures each year should be repealed.  If spending is to increase, then Congress ought specifically to vote on that.  Such a change would end the practice of using continuing resolutions to avoid budgeting and consideration of individual expenditures. 

When these individual bills are being considered, Obama's adventure in unconstitutional executive action can be defunded.
