Was Biden Told Not To Run?

Am I the only one who noticed that Joe Biden just held a major media event in the Rose Garden at the White House to announce he was NOT running for president?  The entire thing looked like a campaign launch.  You know, the candidate comes out an makes a speech outlining what he sees as the challenges for the country and also what he sees as the remedies.  So far, that's the Biden appearance.  Then the candidate announces that he is running; that's where Biden varied the script.  Biden even used the White House as a backdrop for the announcement and had president Obama standing there as he spoke.  It was so weird that he made the announcement this way that I was looking for the late Gilda Radner to come out in her Emily Litella character to say "Nevermind".

Is it possible that Obama told Biden not to run?  Obama could have been waiting to see what Joe decided before bringing down the hammer on him.  But why wouldn't Obama want Biden to run?  Wouldn't Biden be the best person to continue the Obama programs and legacy?  In truth, that is probably why Obama said no to Joe.  Obama is delusional about international affairs and many domestic policies as well.  The president, however, is not delusional when it comes to politics.  He knows that the chances that a Democrat will win the election in 2016 are not even 50-50.  Obama may want the loss to be Hillary Clinton's rather than Biden's so that no one can hang the blame for the loss on him.  Hillary has been breaking with Obama regularly lately, so Obama can easily say that her loss was because she abandoned the Obama policies.
