This truly shows how far the president has fallen. One of his biggest supporters, the ever liberal Washington Post now thinks it's big new that Obama was actually "cogent" while discussing foreign policy.
The definition of cogent that I found is "believable by virtue of forcible, clear, or incisive presentation." So the WaPo is telling America that what Obama said in Wales at the NATO meeting was actually believable. In other words, the WaPo is conceding that for the last few months, Obama's discussions of foreign affairs have been muddled, indecisive, and weak, so much so that they were unbelievable.
Congratulations Mr. President! It is true that the news is not about the content of what you said, but at least you finally said something coherent.
