Too Many Strategies?

It is clear that president Obama has been stung by all the criticism he received after announcing that America had no strategy for dealing with ISIS.  In the last 24 hours, Obama has switched gears.  Instead of saying that he has yet to decide how to react to ISIS, Obama is now announcing instead that America will

1.  destroy ISIS;

2. manage ISIS;
and

3.  shrink ISIS' sphere of influence.

Oh, and by the way, vice president Biden screamed in a speech that he and Obama would "follow ISIS to the gates of hell."

What does it all mean?  Obama tells us in the same statement that we are and we are not going to destroy ISIS. 

Most likely, that does and does not strike fear into the hearts of the leaders of ISIS.

I am trying to decide if it is worse for Obama to have no strategy and to say so or, alternatively, for Obama to be incapable of telling America in any coherent fashion what his goals are with regard to ISIS.
