The head of the IRS testified before Congress this morning. Much of his testimony was taken up with explaining why the IRS did not have to keep Lois Lerner's emails because they were not "records" and how it was perfectly proper that no copies were kept either. There are many other articles across the web which explain in detail that Mr. Koskinen was wrong as a matter of law in his description of these email as not being "records". I suspect that Koskinen knew very well that the position which he was stating was clearly erroneous. Indeed, no matter what was said, Koskinen seemed to be smirking at the committee members the entire time that he was testifying. Translating the smirk, Koskinen actually was telling the committee that he really did not care what they thought or said. The IRS is a law unto itself. If it wants to destroy embarrassing or incriminating email, that's fine. Nobody in Congress is going to stop that, and Koskinen expects that there will be no consequences for illegal conduct.
